Professor Nicholas Barr

 

British economist, Professor of Public Economics at the London School of Economics and Political Science. Author of books on the economy of the welfare state and higher education funding. He currently deals with the issue of pension reforms.

 

Public Lecture

Shifting Tectonic Plates: Strategic Reform Directions for Social Policy

The lecture starts by discussing the core objectives of social policy.  The second part discusses four sets of changes:  social change; demographic change; advances in economic theory, including lessons from the economics of information and behavioral economics; and technological change and human capital.  The third part of the lecture discusses the implications for social policy of these changes, looking in particular at policies to relieve poverty, policies to assist redistribution across the life cycle and policies concerning labor force participation. The last part of the talk discusses the current debate over financing higher education, proposes solutions and briefly considers UK evidence.
